ACAV operates in close cooperation with local governments and development partners to support high impact, sustainable and replicable development initiatives that transform lives and communities in the hardest to reach rural areas of the developing countries. By adopting a holistic approach which links development and humanitarian response, ACAV intervenes in different sectors, including livelihood and agriculture, water and sanitation, vocational and skills development, environmental protection and conservation, and cross-border cooperation. ACAV has been awarded a 3-year grant by European Union Emergency Trust Fund to address the irregular migration and displacement of people in Africa (EUTF) to finance the implementation of the action titled “Technical Assistance to Koboko Municipality to implement CRRF (Comprehensive Refugee Response Framework): Inclusive Urban Development and Mobility in Koboko, Uganda”.

Job Purpose

Under the overall guidance of Project Manager, the Public Finance Management Specialist will be responsible for supporting Koboko Municipality staff and other key stakeholders in the successful implementation of the EUTF project by contributing in strategic resource planning and utilization, provides policy, technical and institutional support to CBOs and Koboko Municipal staff in the area of public financial management and day to day guidance and monitoring of the activities of the annual work plan within EUTF.

The public finance Specialist in direct coordination with other ACAV specialist will support Koboko Municipal staff in areas of budgetary planning and implementation, internal control, internal and external audit, public and donor procurement procedures, risk management, empowering civil society to participation in the budgetary process, etc.

The PFM Specialist will work in direct coordination with Koboko Municipality Town clerk. He/she analyses and interprets the financial and procurement rules and regulations applicable to implement the project.

Salary Level

Salary and conditions will be in accordance with ACAV’s Terms of Employment for national staff.

Main duties and responsibilities

§ Support the process and implementation of PFM reform at the local government level, which includes: revenue management; budget planning and execution, ensuring transparency and accountability; establishing controls and oversight;

§ Provide PFM technical assistance to Koboko Municipality/local government implementing partner

§ Assist Koboko Municipality in establishing an effective Municipal system of budget planning, expenditure tracking & verification, accounting and financial reporting

§ Technical lead in developing project risk analysis reports including an action plan on risk mitigation measures

§ He/she oversees the final content and distribution of all financial reports for external and internal entities.

§ He/she ensures budget reflects current business operations and adjusts qualitative and quantitative analytics to reflect changing business environment, according to donor requirements

  • Large scale budget preparation, budget execution, and budget oversight, including modelling for receipts, annual revenues, forecasting, projections, and cash forecasting
  • Tax IT systems and services including e-payments, e-filing, mobile payment systems
  • Customs management and support including internal controls, capacity building of customs institutions
  • Internal controls, internal auditing, anti-corruption, tax fraud

§ Effectively coordinate with PFM reporting between ACAV/Koboko Municipality to align priorities and adapt best practices according to donor (EU) requirements

§ He/she translates the project’s financial strategy into tactical plans, reporting requirements, procedures and processes and ensures the project’s compliance with EUTF procedures, rules and regulations

§ Identify technical expertise required to achieve the best results and exercise quality assurance over the project

§ Work closely with Koboko Municipality in identifying PFM gaps and formulating new concepts, scopes of work and workplans that clearly identify short and long range achievable, sustainable strategies for improving PFM at the Municipality

§ Undertaking Public Finance Management training for Koboko Municipality staff/partners

§ Participate in the drafting of bids for procurements for goods, services and works

§ Participate in the evaluation of procurements for goods, services and works Identify and design capacity building initiatives and training packages on risk informed public financial management for project stakeholders, including core project staff

§ Review training plans, materials and methodologies for all project outcome areas and propose recommendations.

§ Undertake any other duty assigned by the supervisor for the achievement of the project objectives or results.

Education and professional requirements.

§ Minimum 10-15 years of experience in public financial planning & budgeting, revenue management and budget allocation, tax specialization, public or private procurement, and internal and external audit at the central or local government levels, or other professional experience in the finance/accounting field in the public or private sector;

  • Experience engaging with public officials in Uganda;
  • Master’s degree in finance, economics, accounting, public administration, or another relevant field;
  • CPA/ACCA certification
  • Work experience on European Commission Trust Fund/ECHO projects

§ Demonstrated experience delivering institutional strengthening assistance to national and/or sub-national entities in public financial management;

§ Demonstrated experience implementing PFM reforms at a local government level;

§ Strong attention to detail and technical expertise in financial and accounting concepts in the public or private sector;

§ Deep knowledge of PFM and ongoing efforts in Uganda;

§ Post-graduate qualification in finance, accounting, economics, or another relevant field;

§ Professional fluency in English.

Desirable Criteria

§ Previous experience of working in support of local governments to improve service delivery, accountability and capacity building.

Previous work experience in the project area or West Nile, Uganda is an added value.

§ Readiness to start work by November once considered.

Job duration

Job duration will be 27 months with initial one-year contract renewable depending on performance and availability of funding and 3 months’ probation period.
